Overview and Procedures


The OCR model is based on the following central principles and concepts:

    • The OCR goes beyond compliance monitoring. 

    • The reviews are a collaborative effort between the state and local child welfare agencies (County Social Services agencies, Division of Juvenile Services, and Tribal social Services).

    • The OCR is intended to support the state’s overall collaboration with the Children’s Bureau. 

    • The reviews examine child welfare services from two perspectives. First, they assess the outcomes of children and families served by local child welfare agencies. Second, they examine identified systemic factors that affect the ability of state agencies to help children and families achieve positive outcomes.

    • The review process collects information from a variety of sources so indicators about the state’s performance can be demonstrated.

The ND Department of Human Services, Division of Children & Family Services contracts with the Children and Family Services Training Center at UND to manage the logistics and daily operations of the OCR.  OCR activities, however, are reflective of a strong partnership with the CFS Division and local agencies which make this effort possible.
